tpcped.exe changed

    Folks, the TPC pedestal file generator tpcped.exe was updated
(both opus and pii versions). The only user visible change is:
the same high threshold is used for all time bins. Previously
for some pads, a lower threshold was used for the first 20 time bins.
By request from Flemming this feature was removed.
