Minor tracking update

Hello,

I've committed a minor change to the BrTrackFinderBase class:
- Added parameter Int_t fGhostCutoff (number of overlapping hits required to
classify two closely spaced tracks as ghost tracks) with Set() and Get() 
methods.  Default value set to 4 in BrTrackFinderBase::Init().
- BrTrackFinderBase::FillTrackGroups(Int_t ncutoff) changed to 
FillTrackGroups( void )

Corresponding changes have been made in BrTrackFollowFinder and 
BrTrackStringFinder.
