Since I'm not able to submit to this list while away from my home
institution (problem with getting the right email address...), I'll note
this change from Hiro's account.

I've just made several changes to assignments with const arguments to
allow for a clean compile (at least as far as these arguments go...) under
gcc 2.95.2.  This compiler exits with error status when it detects an
inconsistent use of a variable defined as being const.   The modified
routines are in the monitor and tpc directories.

p.s. With these changes it is possible to run Brat on a Mac under
linuxPPC!  ARLA can be used as a AFS subsititute to do cvs checkouts.
