Brat cvs checkin

I have committed a set of the 'new' Database classes for use with
detector calibrations.
They are:
  BrParameterElement (a basic contaiinerclass for the 'tables' read from
the DB)
  BrParameterElementManager (a Manager class in the style of BrDbManager
)to maintain
   all  used ParameterElements.

 These classes are not in use by any piece of official Brat software;
they are checkin to allow you to look at these and to maintain good
copies and backup. Thus the samples of these which were in my private
area
 (root_app/calib) are no longer valid. This area is used to develop
applications using these classes and the
  BrahmsTmpMain MySQL database.
